The Scottish Government has introduced the Children (Withdrawal from Religious Education and Amendment of UNCRC Compatibility Duty) (Scotland) Bill.
This Bill:
- Updates the process for withdrawing pupils from religious instruction or religious observance at school.
- Changes how the compatibility duty on public authorities under the United Nations Convention on the Rights of the Child (Scotland) Act 2024 operates when there are conflicting statutory duties.
The Bill was introduced on 30 April 2025 and is currently at Stage 1. Members of the STARME committee were consulted during its development and are named in the Bill as key stakeholders.
The Scottish Government is now inviting views from:
- Members of the public
- Human and children’s rights bodies
- Teachers
- Academics with an interest in children’s rights
- Local authorities
- Any other stakeholders with an interest in this legislation
